Graffiti is considered "hip" and is legal in China. Why is it illegal in the United States?

While some U.S. cities and communities have designated areas specifically authorized for forms of public art, graffiti is considered vandalism when it is used to deface or damage property outside of those areas and is therefore illegal. Additionally, police often deal with gang graffiti that can lead to more disorder or crime if left alone.

According to Alhambra Municipal Code, it is illegal to apply graffiti within the city and homeowners are prohibited from displaying graffiti on their property that is visible to the street for longer than seven days. Additionally, no one can possess a graffiti implement — such as an aerosol container, etching tool, or felt tip marker — in a public park, recreational facility, or other city-owned properties, unless it is part of a city-sponsored event.

The city operates a 24-hour graffiti hotline that residents can use to report graffiti and request cleanup. Call (626) 570-5072 to report graffiti in Alhambra.
