Alhambra's at-large voting system violates state law by diluting the votes of a protected class of citizens, an attorney representing Grassroots Alhambra and another client states in a letter to the city. A second attorney, representing a separate group, also urges the city to voluntarily change voting practices.
The City of Alhambra began testing symptomatic residents on Monday. Testing will be Monday-Friday through May. The state will move forward with reopening on Friday, with state and local announcements setting those guidelines through the week.
The charter reform initiative on November ballot urges a $250 cap on campaign contributions and new by-district voting but the Alhambra council suggests an alternate measure embracing spending limits but retaining at-large elections.
