Balzac Street will be no longer be part of the preferred parking district. The district was enacted after residents said that Cal State students were taking up parking spaces.
Mark Yokoyama says it feels like a "natural progression" as he steps into the city manager role. He expects to focus on communication, transparency in his new position.
“Mr. Yokoyama is the best for the job” said Mayor Barbara Messina. The city council hired in January a team to look statewide for a new city manager.
The first female city manager of Alhambra will leave her position on May 1.
Alhambra has a rotating system in which a new mayor is sworn in every nine months. This is Messina's sixth time serving as mayor.
Students from Cal State LA had been parking in the Midwick and Alhambra Hills areas because of a lack of on-campus parking.
The new set of guidelines will require dogs over six months old to be spayed or neutered, and will limit the number of animals in a household.
Alhambra had banned the donation bins, which some residents claimed were poorly maintained. The ban was lifted after the city was sued by bin-owners.
Planet Aid, a controversial nonprofit that deploys 20,000 donation bins in the US, sued Alhambra and several cities that prohibited their boxes.
The state now allows cities to enact affordable housing ordinances. Contributor Eric Sunada says Alhambra needs to take advantage of this, especially when 42 percent of households are low-income.
